I think, at least for me, it's not so much that you could know everyone, as that you could have a vague idea of who all the major people are, like with a small village - there are people I barely know, but I know some of their friends and I have a vague idea that they live over to the north/in some of those fandoms/comment a lot in dw_suggestions, even if I don't actually know them.
